Description

.trig files passed in to NodeCentricResetService? to initialize the server on startup used to be visible to default users. A change to the resetGraph was in #2205 that set permissions to any of these graphs that do not provide their own metadata graphs for 'defaultInternalUser'. This caused problems for applications that expected the reset defaults to be accessible by most users.

Change default permissions for reset graphs that do not provide metadata graphs to EVERYONE_ROLE_URI since the change to defaultInternalUser broke applications.
